Our mission is to promote the art of living; this includes creating an artistic environment, increasing the aesthetic sense of the public, and educating artistic talents. We will hold thematic exhibitions and permanent exhibitions based on the art of living in Eastern Taiwan, with seminars and visiting activities on the art of living and community development. We also help the living art associations in Eastern Taiwan to promote the related activities and provide assistance to art groups in presenting activities based on the art of living.

　　Hualien and Taitung area are short of art resources due to their geographic locations. Fortunately, the unique ecology, natural resources, culture, and the rich aboriginal art make up the precious cultural assets for Hualien and Taitung. We will continue to promote the social education, community living art, community development, community culture, featured industries in the area, and community art performance with the local art associations, art groups, volunteer workers, and scholars. We want to make Hualien and Taitung high-quality cultural and international cities through utilizing the local cultural resources, developing local industries and art activities, and promoting the local tourism. Our goal, which is also the goal of the people in Hualien and Taitung, is to upgrade the artistic sense and the quality of life in Hualien and Taitung.

Our goals are:
1. Developing the local cultural and art activities, and turning them into industries.
2. Developing local tourism through comprehensive community development with the help of local living art associations set up in various towns and villages.
3. In-depth introduction to the cultural spots chosen by the professionals from different areas (east coast, South-link line, and East Rift Valley), with themes such as religion and art, in order to promote the local culture.
4. In order to promote the idea of art of living, we will initiate a project named “Taitung is a poem: A Glance of Beauty” The purpose of the project is to explore the beauty of Taitung and Hualien through a poem, a scene, a piece of music, or a story.
5. Assisting communities, clubs, art and cultural groups or individuals to hold exhibitions and seminars, as well as with research or publication.
6. To promote the cultural exchange between the Taiwan Straits and the international arena, we will invite the artists from China and abroad to visit and exchange perspectives of art with the local artists. We will also hold art exhibitions to introduce East Taiwan to the world.
7. Establishing volunteer groups to promote community development, cultural activities and the art of living movement.
